Enables the radio to transmit ASTRO and MDC OTAR (Over-The-Air-Rekeying) for the current Conventional Personality. OTAR transmissions include: Rekey Requests, Delayed Acks, or Power-up Acks. The radio-user ability to initiate Rekey Requests must be CPS programmed.
